The Game: 
Tic-Tac-Turn is a classic 2-Player board game from my childhood.

The Goal: 
Connect 4 Colored Chips in a Row - Horizontal, Vertical, or Diagonal

Each turn a player can take one of Three Actions:

1. Play a Colored Chip
2. Rotate a group of Tiles Left (Counter-Clockwise)
3. Rotate a group of Tiles Right (Clockwise)
